Proposal to up the bug bounty

Summary:

Double the rewards, to incentivise bug reports.

Abstract:

250k$ to report a critical bug seems to be on the low end compared to the damage that the bug could cause. 500k$ would give the situation the seriousness it deserves.

Motivation:

The Bug Bounty Program is the last line of defence, and it should be a strong one.

Strengthening the Bug Bounty Program will increase the Security of Curve.
